FRED SMITH Contact Fred Smith Contact Omicron Psi Sigma Fred N. Smith, Jr. was born and raised in Washington, DC. In 1997, after spending his senior year of high school as an exchange student in France, he graduated from Gwynn Park High School in Brandywine, MD. He attended Bowie State University where he majored in Biology and Computer Technology. He participated in several clubs and organizations including student government, the university marching band and the housing department. In 1999, Fred became a member of Phi Beta Sigma Fraternity, Inc. He is an active alumni member with the Omicron Psi Sigma Chapter in Harford County, MD. After undergraduate school, he attended the Medical University of Selisia in Katowice, Poland before returning home to start an eye care practice. He then started his career with the IRS. He was a manager in the Low Income Taxpayer Clinic (LITC) Program Office. He was responsible for the administration and operation of a $14M grant given to non-profit organizations and law schools for them to assist low income taxpayers with their controversies with the IRS. He now works as a Senior Program Analyst recruiting members of the public for the Taxpayer Advocacy Panel in the IRS. These members help make recommendations to the IRS. Fred has 3 children (Sydney, Savannah, and Fred III). Fred is also the Secretary in Warren Lodge No.8 in the jurisdiction of the Most Worshipful Grand Lodge of the District of Columbia; a Past Patron and current Financial Secretary of his Order of the Eastern Star Chapter - Queen of Sheba No. 2 of the Georgiana Thomas Grand Chapter; the Keeper of the Seal and Archives for Jonathan Davis Consistory No. 1 of the Ancient Accepted Scottish Rite, United Supreme Council, Southern Jurisdiction of the United States; and the Assistant Secretary of Mecca Temple No. 10 of the Ancient Egyptian Arabic Order Noble of the Mystic Shrine, Inc. Here in the Upper Chesapeake Regions, we have adopted the following Education Initiatives. DR. JAMES TISDALE Contact Dr. James Tisdale Contact Omicron Psi Sigma Dr. James Lee Tisdale Jr. (LCADC, Ph.D., University of Phoenix, 2018) is Special Needs Coordinator/ Complex Case Manager with Priority Partners at John Hopkins Health Plans. In this position, Dr. Tisdale is the point of contact for healthcare service information for special needs populations. He works with health care providers across departments to increase multicultural awareness and provide support for special needs populations, this includes providing education and support to meet American with Disabilities Act (ADA) regulations. Dr. Tisdale has worked to reorganize standard operating procedures to make integrated health care more efficient for special needs populations and developed a community network of resources for managed care organization members. Dr. Tisdale works with community agencies to improve lead prevention, eradicate homelessness, and provide addiction support. He is the liaison for ACCU and Match Program; he is the facilitator of the Priority Partners Consumer Advisory Board. The Consumer Advisory Board meets every other month and discusses issues such as how health disparities are affected by biopsychosocial factors. Dr. Tisdale's cross-disciplinary research focuses barriers to healthcare access, with an emphasis on the integration of mental health and substance abuse care. His previous research has examined manage care organizations executive's perceptions of integrated care, including the factors that promote integrated care and challenges to successful integrated care. Through this work, Dr. Tisdale was able to identify barriers to integrated care and identify best practices for reducing those barriers. The goal of Dr. Tisdale's research is to help healthcare service professionals to comprehend the lived experiences of others in their field, thereby creating an inclusive environment and improved integrated care. Dr. Tisdale has experience grant writing within these areas of research. Dr. Tisdale gives regular talks, in-person and in webinar formats, on mental health, community engagement, and community health support. Some topics Dr. Tisdale has presented on topics that include: integrated care, person-centered care, organizational change, managed care program direction, social services for vulnerable populations, and social and healthcare services for over treated or undertreated populations. Dr. Tisdale is a regular presenter at the Maryland mental health conference that takes place in April during Mental Health Awareness In addition to being a licensed clinical professional counselor, Dr. Tisdale is a member of Chi Sigma Iota, National Honor Society for Professional Students, and the National Rehabilitation Association. He also holds a Practice Leadership Advanced Certification through the National Society of Leadership and Success and is the Director of Education for Phi Beta Sigma Fraternity, Dr. Tisdale has been a proud member since 1999. ROCHELIN HEROLD Contact Brother Rochelin Contact Omicron Psi Sigma Dr. Rochelin Herold was born and raised in Brooklyn, New York to proud Haitian parents. Dr. Herold is the youngest son of five children. In 1997, Dr. Herold became a proud Mountaineer, furthering his studies at West Virginia University (WVU) in Morgantown, West Virginia where he earned a Master of Science in Community Health Education and a Bachelor of Science in Exercise Physiology. Soon after completing graduate studies at WVU, Dr. Herold applied for and was accepted to the Doctorate program at Life University College of Chiropractic in Marietta, Georgia. Dr. Herold was one of the first two recipients of the Research Track Award for his contributions in furthering chiropractic research. In March 2008, Dr. Herold was awarded a Doctorate of Chiropractic (DC) and relocated to Maryland with his wife, Joyce. Dr. Herold has served for a number of years as a supervising chiropractor at several well-known offices throughout the Baltimore and Washington D.C. metropolitan areas. In May 2010, Dr. Herold was afforded a rare opportunity to travel to Haiti on a mission trip and serve with a team of medical professionals after the devastating earthquake to the region. Dr. Herold now offers services to his immediate community in Bel Air, MD at the MSI Integrative Healthcare (MSI), a full service chiropractic, physical therapy, and natural health facility with cutting edge technologies that meet and exceed diverse patient needs. Dr. Herold stays busy as the Clinical Director of MSI. He has been trained in Colossus software and has served as an expert medical testimony during personal injury and motor vehicle accident cases of patients. He also engages in continuing education opportunities in order to offer his patients the most modern practices and to be a mentor and leader in the health and wellness realm. In his personal time, Dr. Herold enjoys exercising, traveling, playing various sports, and spending time with friends and family. Dr. Herold also dedicates time to his church in Baltimore and is an avid reader of various texts ranging from the latest health and wellness journals to the Bible. He currently lives in Bel Air with his wife Joyce, son Caleb and daughter Christa.

Education ACADEMIC ENRICHMENT & MENTORING Club members receive academic assistance and leadership development at the elementary, middle and high school levels. This happens through one-on-one and group approaches to tutoring of Sigma Beta Club members and after school and weekend tutoring by Alumni and Collegiate members in various academic and professional disciplines. Additionally, Sigma Beta Clubs develop partnerships with local institutions, inclusive of colleges and universities, community colleges and trade schools.
